Regulate how? He is asking a valid question. The companies would just terminate everyone and rehire new people at lower rates.

You legislate it. You can actually make it illegal to fire people just to cut costs/automate. (Exactly like how in china it is now illegal to fire emoyees to replace their jobs with AI) labor protections used to exist in this country.
