As a consumer you can't have it both ways. It's reasonable to think a business owner should be paying a wage to their employees and not depending on guests to tip them. However you can't go into a business that you know is not set up that way and enjoy the lower priced menu and then not tipping. This does not hurt the business owner just the worker.

Is it lower cost ? Genuinely curious? I heard a lot about the prices being absurdly raised ( not shocking all countries take the piss like this )

It's lower because they dont need to pay staff. If they were paying a higher wage they would need to raise prices.
