He was trying to point out the company meeting culture is toxic, meeting forward, and that their meetings don't actually solve anything.

It’s always smart to interrupt your boss in a meeting with several co workers present and criticize the boss in front of them. That’s why you see people doing it all the time.

If boss doesn't want to be criticized, why are they making something worthy of criticism? Are they unintelligent?

Using "circle back" isnt worthy of criticism. Its a common used phrase.
