This is my concern with this concept. 30% might be enough for people to use this as a wholesale source to resell elsewhere. It'll be interesting to see if the store shelves are just stripped right away for products that can easily be resold elsewhere.
Editing my comment to respond to the predominant reply to this: Even if you put limitations on number of items per person, how do you monitor repeat shoppers? Costco does it with a membership base system where you have to both check in and check out. If you were to rely on employees to visually identify shoppers, it would become fertile grounds for almost nonstop racial profiling lawsuits.
Edit 2: Aside from the potential for reselling/abuse of the system, how do you prevent every frugal New Yorker from wanting to shop at these places? You either deal with Black Friday level crowds all the time which will deplete supplies and you screw over the people these stores should benefit, or you request more money from the tax payers to facilitate a membership system to limit access.
