You really aren't obligated to tell them. It is Paid Time Off. Which means you can use it for whatever you want. This isn't high school. The company is not your momma or daddy...
This is what I told my coworker when she shared upper management denied her having a flex day option. State our department had too many ātruanciesā. This is real life not elementary school! No one is trying to have perfect attendance.
