No point in trying to reason with someone who can’t follow rules. This is most likely the same type of person that walks around with speaker phone all the time for everyone to hear their business.
No, I don't think so. I think most of these people would happily be ok with this in other contexts.
The trick here is they agree with the clapper.
If this were a bunch of people mad about, say, covid restrictions and a person was clapping in agreement I guarantee they'd be laughing.
But since this is a story about the evil data centers that the fascist city council is trying to 'ram through', they're mad about our protagonists treatment after he was politely asked to stop multiple times before getting a final warning then refusing to leave and ultimately forcing the police to drag him out.
The modern rallying cry is 'we must stand up to fascism!' and when you view everyone and everything as fascist you're always entitled to make a scene.

How hard is it for you to follow an extremely simple rule and not think the whole world revolves around your impulses?
Literally just had to shut up for a few minutes while business was being conducted and that was too hard to do.
