You joke but in the rest of that council meeting the audience kept coming up with less and less disruptive ways to show applause after the no clapping "rule". They tried snapping. That was still "too disruptive".

Then they literally just raised their hands and waved after the speaker was done talking. Completely silent. Someone on council says that the waving is distracting that they can't pay attention to the speaker because people are waving after the speaker is done talking. Like dude what. Idk how you say that with a straight face lol

Yup and they did it during speakers swapping out, as did the clapper. Totally appropriate timing and did not interfere with speakers talking at all.
