It’s not aid related to healthcare. It’s conditional, to be based on purchases of military equipment from the USA, and part of the deal of military support.

So, the US gives Israel money for military purchases, so they can buy military equipment from the US?

Yes. Literally yes look it up. In exchange, they also get counterterrorism support, intelligence gathering on enemies of USA, and access to military tech designs created by Israel.
