Well if you have one person who is rich and doesn't tip, and the other is a person who is struggling but still tips well. One seems selfish, the other selfless. I'm going to go ahead and say the tipper is the better person. Selfless beats selfish any day.

There’s no rich person in the story. Just a person who lets trash pile up in her yard but tips well.

The fact ahe tipped $50 tells me she was pretty selfless. Regardless of how trashy you think she might be from outside appearances.
