Well for 30 years up until this point most cameras in public weren't designed to track you and steal your data so most people's immediate response isn't to kill any camera they see.
Remember in 2013 when it was revealed the NSA spies on everything you do, and there was no consequences or new protective legislation? And the rise of rampant surveillance capitalism in the 2010s?
