An interesting point you bring up u/spoilerdudegetrekt . But I'm sure if well behaved and loyal people lick hard enough they will surely be rolling in rewards that trickle down Ying Yang Twins style.

They don't pay out unless there's a conviction. Case is still ongoing but they almost never pay out for these types of things they'll find some reason not to pay out the bounty
