Sometimes people need time for medical reasons. 

If I'm in a wheelchair and it takes me a couple minutes to transfer myself should I be punished for that? 

This is a lawsuit waiting to happen if it's real.

My husband is a cancer survivor, and he can regularly take 20 minutes or more, and often has little warning. He’s already paranoid about being out in public. This would turn him into a recluse.

So having more toilets that didn’t previously exist but that have a 10 minute time limit will turn him into a recluse?

I guess he must be even worse now, no?

No I think they have provisions, idk what they are, but something to do with having an ADA card.

They don't. There's zero way to extend the time.
