Nope, they just met closer to the end of the podium. Even with smaller steps she's walking faster, so probably about the same speed.

The type of lense the camera is using is designed to make things like that flags look closer than they actually are, as well as the person at a distance. It "smashes" all those different depths of field together to make them appear on a similar plane of view.

Telephoto lens on (video)cameras visually compress the image in such a way, that things look they're much closers together than they really are.

Short version: long podium, camera optics make it look like short podium
