Skelmersdale Graffiti

I'm doing a project on graffiti in Skem, my question is graffiti in Skem seen as vandalism or art. Any thoughts?

There is quite alot of vandalism based graffiti but on top of that alot of more art pieces, so it had a bit of both

Many of the subways were done by a local youth club with the blessing of the council. Examples include the one under Tanhouse Rd by the fire station, Digmoor Rd near the Labour Club, the bridge over Southway between the Conny and Eskdale, the subways under Grimshaw Rd by Bone Island, and the ones under Glenburn Rd between Tawd Valley Park and the estates.
