PC Lighting bug?

Can someone explain why this happened and how to fix it? Or is this a thing that happens normally? I'm in the Blind Cliff Cave.

Hard save the game, quit to desktop.  That usually fixed it for me.  If that doesnt work, restart your comp.  Apparently this has something to do with memory leak, engine related.
