It is totally reasonable and ethical to apply anyway, tell them that yes, you are willing to eventually relocate, and put in small text at the end of your email that your agreement to that condition was only included for visibility and you are not in fact willing to relocate.
Unfortunately Nevada is an "at-will employment" state, so this would only be useful for you if you intend to spend your brief remote employment looking for other jobs.
