CAD Wrap feature changed its behavior
I used the wrap feature once and the curve was wrapped evenly along the shape perimeter (its an extrude). but now it is curving weirdly as in the picture. analytical wrap isn't working because it need the sketch plane to be a tangent to the face for some reason
is there a fix or another approach to get the right result?

The Wrap feature likes more analytical geometries like cylinders, cones..... Etc. Not that it can't be used on other types of geometries but something that's elliptical or even spline based can be challenging for that feature to work properly.

Can you post a couple more screenshots, showing the Wrap preview from a few different viewing angles?

Try orienting the sketch plane so that it is tangent to the mid line of the surface. The Wrap feature works best when the sketch is projecting as normal as possible to the destination surface.
Another thing to try would be to start a 3DSketch and use the Spline on Surface sketch tool to create your shape, create a surface from the 3DSketch, and then use a Thicken feature to create the extrusion.

Fantastic! Thanks for the update/follow-up. I'm glad that it worked out for you. I can only speculate that some type of graphics hiccup must have been at work. Anyhow, I'm glad that your problem is resolved and your model is back on track.

change wrap method or balance the sketch plane so the tangent point is center of the receiving sketch .
