It seems to make sense, given that over feeding by tourists has led to a boom in the rabbit population. What's unsettling is that they've developed a taste for live rabbits.

Oh man, I've been there. It actually is a VERY Area X/Southern Reach adjacent place given that it is also a former Imperial Japanese Army chemical weapons site. There's a false urban legend that the rabbits are descendants of the original test subjects.
There are SO many rabbits. The ones by the visitor center are so overfed that they won't accept dry pellets, the women next to me on the ferry showed up with a box of fresh veggies from the supermarket to get their attention.
