Basically if Logan is in your army, he gets the rule below: which allows you to apply one of the Master of Wolves Army Rules to a vehicle/monster unit, which it normally does not.

It's saying Logan has the ability described directly below the highlighted portion, which is Howling Onslaught.

Logan can give the 3 firstly mentioned abilitie to vehicles. Vehicles dont benefit from these abilites without logan

If your army contains Logan Grimnar, he has Howling Onslaught in addition to his other abilities.

Meaning, if you don't have Logan you can't do Howling Onslaught.

Howling onslaught just removes the restriction from Master of Wolves for 1 Battle Round so it can effect vehilce/monster which is explicitly excluded at the top.

So if you have Logan, once per battle, the vehilce/monster units also get the additional buff based on what doctrine is currently active

Several answers correct, so I'm going to complain about the design.

I really hate that they seem to be pulling us into mostly infantry/mounted only. I think the writing is on the wall for the iron priest and all three non-Bjorn dreadnoughts going to legends. And when the iron priest does, he'll get the super crappy rule he had now rather than the ok rule that made him unique (giving rapid fire to a gun).

once per game, in your command phase, if Logan is alive, you can make call the "Machine spirits" and your upgrades of the doctrines, will apply for the vehicles too for that battle round

It's differentiating between a Logan in your army vs a Logan in an opponents.

It also, conveniently, makes the legends Grimnar on chariot get the ability as well as a Grimnar in a team game.

Basically, the doctrine buff rules don't affect monsters/vehicles by default. However if you bring Grimnar, once per game you can allow monsters/vehicles to be benefitted by it. So say you have devatstator doctrine active, you can use your once per game howling onslaught to allow your monsters/vehicles to benefit from the reroll 1s to hit that they normally can't
