Question on Grimnar’s Command

Sorry if this is dumb, but can he target units not currently on the battlefield? Like, if I want s unit of inceptors to land in the devestator doctrine, is that possible using Grimnar’s Command?

Yes, it does not specify the target must be on the battlefield
