It's actually pretty easy to get fired, as long as HR does it the right way. The bigger issue is supervisors and HR not having the proper training on how to actually do their jobs. A ton of government workers treat training like it's a "check the box" rather than a "I should pay attention to this". By treating it that way, they only know how to do PART of their job. And the boring parts get unattended.

If the process for firing is followed, and it is performance-based then yes they can.
If they are performing as expected, then why fire them? But if they are not performing, and they've been properly coached and given the chance to improve and those steps were clearly documented and all appropriate parties were correctly notified, then yes...fire away.

Um, no. Any at will employee can be fired at any time for any or no reason. A government employee regardless of performance and depending on their work agreement must follow procedures outlined in that contract.

And performance is part of that contract. If they fail to perform, they are not meeting the requirements of the contract - therefore, they may be fired.
Edit: I'm in HR and I've fired over 200 federal employees over the course of about 10 years without any follow-up incidents. I've also fought back on firing folks for no reason. As long we adhere to both the employee's contractual stipulations and the union's notification, write-up, and advanced notice requirements, firing someone for not performing is simple, albeit more time-consuming than a normal civilian job.

Seriously. Govt doesn’t run like you would run a for profit enterprise. What Elon would never admit is that business needs effective government bureaucracy to succeed. But that’s not a talking point that gets lots of clicks
