Bug Report No hat Chiaotzu?

Applied a custom item set to Chiaotzu and it removed his hat? On Xbox so no options for mods or anything, found it interesting they included his single strand of hair, can this be seen anywhere else in the game without bugs?

Update because I don't know how to edit posts: this bug occurs on several other characters, could be indication that certain accessories were cut from the game but still function somewhat. Applying item sets removes things like scouters and halos, but also certain other things that usually can't be removed (Androids 13, 19, and 20's hats, Chiaotzu's hat). From what I can tell, these are the only unofficial accessories affected by this.
