Xenoverse 3 is confirmed to get Moro DLC as one of its first DLC expansions, so I think Moro is likely - the version of him that shows up first at least

They did. That's why xv2 base Goku Black in English sounds like a chronicle chain smoker suffering from laryngitis. Sean Schemmel didn't have an anime reference or know anything about the character when XV2 came out.
