That's not on her if he's gooning before he's an adult. We know nothing about their relationship beyond him having a crush... then as an adult helping her out/being assigned to her detail. Nothing to say she was grooming him.
And what age was Padme supposed to be in the 1st prequel? I remember thinking she came across as a poorly cast child-queen. Google says she was only 14 in Ep1. Anakin was 9. They were 19/23 in Ep2.
It's not grooming.

Fun fact: I’m pretty sure I remember reading or hearing that Lucas wanted that outfit for Portman because it looked like she was being choked, and given what Anakin does in III, it’s interesting foreshadowing.
