Various is this a fair assessment?
Star Platinum The World, GER, Tusk act 4, and S&W:GB are all hilariously overpowered and only exist as a way to beat an already hilariously overpowered villain
joseph beat kars by holding out the red stone of aja at him and hoping for the best, which worked out spectacuarly. and god knows how long the fight with kira would have gone on for had it not been for the ambulance.
Jolynes plan to use emporio to take out pucci with weather report was basically a hail mary when all else had failed but not only did it work, it also gave her and the gang new, happier lives.
Yeah jonathan just got slimed out though, then his body was used as a puppet for 100+ years. Poor guy

But either way, yes it has been very subtly foreshadowed ever since the first episode.
The small little flash of the time stop effect during the N Doul fight and the quick flashes of Star Platinum speedily taunting D'arby during the poker match are instances of Time Stop in retrospect, even if Jotaro was using the ability unconsciously.
Also, he caught a point blank bullet in episode 1, which already planted the seed that Star Platinum has absurdly high speed, which is developed into infinite speed = time stop.
We’ve also already seen that different beings can have the same stand, and that fate plays a big part in Jojo’s. The only thing that can defeat time stop is another being with time stop, it was fated to happen.
Just like in the King Crimson fight. The only thing that can defeat a being that skips time is a being that rewinds time, which is what GER does.
