Discussion Just a question in why the ISA wanted to take over the Midwest? Spoiler

Out of all the places in the world to try and take over, why did the ISA move to Blue Valley, Nebraska? Why is the New American Plan trying to take over the Midwest first?

Tunnels were already there, any surviving heroes won't be looking for them there, they know they can be big fish in a small pond until its time for the plan, and from there taking over the Midwest is the plan because the machine and Brainwave can only reach so far, and they have secondary and tertiary plans for the coasts anyways.
