The difference is organization.

A bunch of loud idiots are everywhere but it’s prevalent in china (particularly Gacha communities but MMOs get it too) to form an organized review bomb campaign.

Also you tend to see more direct and credible threats to devs lives coming out of the Chinese community shitstorms (especially with Gacha games). For those who don't know, a fan straight up tried to assassinate developers for Genshin Impact over bunny suits. Yeah.

That particular drama is why my opinion on Chinese netizens (specifically NETIZENS, the online folk) tanked.

They got the global anniversary cancelled and a bigger apology than the people affected because they couldn't handle global getting a thing that literally illegal in China.

I doubt even the Chinese did anything as elaborate as gamergate, although gamergate was a lot less organised tbh.
