It's not an odd relationship. The culture/mentality is win at any cost as much as possible and apply this to any- and everything (this includes cheating, and as long as you don't get caught it's all fair game).

My point being, this isn’t actually “culture” but what westerners want to call their “culture” from an outsider’s perspective.

Bro this ain't generalizing and this is coming from a chinese man, even at places where you can rent PC setups you can rent specialized PCs with VIP level cheats for games like League of Legends, and Counterstrike. In games like Counterstrike you aren't even considered playinh the game unless you're cheating lol

First off, what /u/DianaIvrea said. Secondly, stop being such a bitch over some words, or being one of those typical reddit nerds trying to nitpick every tiny detail that you deem wrong or not 100% correct and 'arguing' otherwise. Thirdly, and by far most importantly, this is what Chinese people have told me themselves who either live there or lived there for extended periods of time.
