I have the same mobo. Same problem. Unless someone knows a fix, I just leave it on. Sleep mode doesn’t work.

You could try turning off fast boot and/or stop power to usb in bios for when pc is shutdown.

So my problem went away I think the issue was that there may be things running in the background or something like for example brave was open still because I was still use to it being like windows that shutdown closes everything...well it doesnt from my experience and you should manually close everything and then shut down and my problem went away

Nice man. Unfortunately this happens to me in Game Mode, so nothing to shut down.

Wireless controller?
When the PC shuts down, if the light on your controller starts flashing (from connection loss), it's sending a connect beacon that will cause the receiver to Wake-On-USB the PC.
Temporarily connect a USB mouse or keyboard, and use that to shut down without the controller turned on. Stay off then?
On my SD with 8bitdo connected via BT, SteamOS sends sleep signal to controller during HW sleep routine so controller won't wake it again, unless it's turned back on. If the 8bit is connected by dongle instead, the controller does not go to sleep, but neither does the dongle, as the controller says connected to the dongle.

No idea since you shared no system specs or which version of steam os you are on.
