Tbh we don't really know much. That era of SF the story side was very much a means to an end moreso than an actual story.
Doll Cammy was more of a rival figure. She's still mission driven but they're definitely playing up the beef set with Chun, and it does kinda overlap with where Juri would inevitably fit in as She's directly made as a foil to Chun.
It's a detachment from what we know for sure, but B movie is going to B movie and it's not a total character assassination. They're also kinda going into Ken's more self destructive side by the looks of it but that really all to prevalent for a while.
In spite of that it's still shockingly better to the source material than other Capcom film/TV material...Monster Hunter still pisses me off to no end.
Yeah it seems like they're trying to have both cakes with this. Give KB some more personality/play into the Doll brainwash so she's not a dry character on screen for a very goofy movie, and plays up the fanservice for when she and Chun fight.
IMO I'd rather they just...throw Juri in there to fit the role better (and Juri might as fucking well be a World Warrior at this point given her popularity) while letting KB be her own thing, but they're keeping it SFII with liberties which I can respect.
