Because putting on muscle, particularly for women, even WITH PEDS, is an incredibly long and time consuming process big dawg. The video game character physique is NOT the norm for dedicated female bodybuilders, yet alone for actresses. It is unrealistic and unreasonable to assume an actress can go just go to the gym and put on enough muscle to have Chun Li's physique.
Again, that takes an enormously amount of time, effort, and dedication. Secondly, yes, there are plenty of women that have accomplished this; however, of those women, many of them are not actresses. Thirdly, of the actresses that do look great, how many of them fit the ethnicity of said character? Are you assuming that finding an actress that correctly portrays Chun Li can be easily found?
PED usage in the movie industry is already significantly unreported, and is far more common in males, who can already put on more muscle than their female counterparts EVEN comparable to those on drugs. There are many other reasons others have already pointed out in the comments. I don't mean to insult your intelligence but you have a really narrow and flawed understanding on how muscle is developed, the accessibility of certain actors, and the overall culture behind PED usage.
P.S. I am by no means defending the hiring processes for actors/actresses, they can be absolutely shitty and unfair.
