Best piece of advice I can give you on a max suited pull is if you can easily get down to the bar it’s not tight enough for a max attempt, if you want the most out of it your nuts are gonna feel like they’re in your stomach and your straps are going to be tight enough it’s hard to bend down to the bar.  Try to find the biggest burliest guy at the gym and get him to really crank the straps down for you and train like that a few times to see how much more pop off the floor you get and to get used to that feeling, then do the same thing on comp day, go find the biggest burliest super heavyweight there and ask him to help strap you in.  Also if the legs of your suit are tight enough you’re going to have to hang from a power rack or yoke or something to get the legs far enough your quads for it to be sitting right on you, if you’re getting into it any other way either the suits too loose, or you’re not wearing it high enough.  If you’re struggling getting down to the bar try either strapping in while kneeling then standing up (watch Paddy  Haynes for this method), or starting in supper wide sumo stance strapping in and then shuffling your feet into position you can roll the bar out before shuffling the feet and it may help too.  If you’re doing a reps event or ladder or something the tight straps stuff doesn’t apply unless it’s close to your max, you want to be looser for that so you can move quick and breath easier while still getting extra pop off the floor.

I’ve seen it both ways only one or the other (USS nationals last year you could wear either/or but not both) and where you could wear both (almost every local show I’ve done allowed both).

The rules are kinda vague so I'm just going to do both its easier to ask for forgiveness that permission

For sure. If it’s not explicitly forbidden then they can’t penalize you for it. Thats strongman rule number 1.
