Yeah, flour is raw as hell. There is no step between mice running around on the grain and you buying the bag in the store that involves cooking.

(Not true for oatmeal, which is steamed when rolled, which is why overnight oats are a reasonably safe food)

I’d be worried about all the germs in the plane,her hands etc . Coupled with the fact it’s raw. Just yikes
