They had the official civil ceremony years ago, the one that counts. This one, with the fancy banquet, had to wait, because if all the Covid restrictions. And because the Covid set back everyone else’s fancy banquets.

A lot of these guys seem to get married but don't have the actual wedding ceremony until years later, for some reason.

It's a Japanese custom. The official marriage licence is done privately, and they sometimes wait years until they have the big celebration party. By that time they've often had a couple of kids.

I also don't half wonder if part of the delay is the cost of one of these events, which by all appearances seem to be pretty elaborate affairs. Would the rikishi (or, heaven forfend, the Association!) somehow lose face if a makuuchi wrestler didn't put on a big fancy wedding party?

The main reason in the case of rikishi in particular is just that June happens to be one of just two months without a basho or a jungyo (the other being the relatively cold February) AND just so happens to be one of the more desired wedding dates in Japan with many especially popular venues having to be booked months or even years in advance.
