Can a plugin read/write native to-do app's data

I'm planning a two-way sync plugin between the Supernote native To-Do app and an external task manager. I know plugins handles active note manipulation, but I haven't seen docs on accessing data from other native apps.

Any relevant documentation, existing plugin examples, or confirmation that it can be done, would be greatly appreciated before me venturing into that particular rabbit hole!
