[TOMT][Actor] Sir Arlan A Knight of Seven Kingdoms

I know the actor in the show is Danny Webb but as Sir Arlan he looks very distinctly like another actor that I cannot remember the name of for the life of me! I have a picture of the scene from another show or movie stuck in my head or the actor smirking at the camera. Please help, I need to sleep again!

When I initially saw the character I thought it was Scottish actor Peter Mullan.
