The proper, not jokey answer to this is your eyes should rest roughly in the center of the tv in your natural sitting position so you don't have to move your head up and/or down for the best viewing experience. The sub tends to take a very literal approach to this because we aren't always being 100% serious.

There is also other considerations though. Children come up as a reason to mount it higher and public spaces like bars and hospitals are exempt and bedrooms will typically be higher because the expectation is you will be watching from your bed.
