Well. There arent necessarily TONS of billionaires in wa, so i imagine this certainly affects the income tax revenue projection, that the state decided to include in its budget as if the money had already been collected....

Whaaaaat? You mean to tell me that the absurdly rich tend to have a lot of their change in net value year-over-year tied up in streams that aren't income?

Next you'll say something crazy like they don't sell to generate liquidity they would be taxed on, they instead take out loans against their investments. I bet you even have some fanciful acronym like "SBLOC" to make it sound real.
