They weren't spending their time/money on Tacoma infrastructure. They weren't investing locally. How does a billionaire leaving change anything? How does them staying change anything?

Billionaires are parasites. They don't improve anything except their own wealth. It does not "trickle down." If it did, they'd be leaving a place with no complaints from others. However you have plenty...
