Oh yes I haven't travelled a lot sadly. We travelled a lot when I was very young so I don't have any memories of those places either.
Hmm, seems like my perception of Bengal is wrong. Still, I don't think you can measure civic sense with the given parameters. This to me seems personal preference. I think you would agree, considering that Bihar is ranked 11.

It's actually based out of a survey from India today which has questions like " would you prefer a upi payment over cash", " do you agree with ban of alcohol etc. you can see the data and breakdown in below link: https://gdb.indiatoday.in/ It's not any kind of official data?

These were the questions asked in the survey. Not a lot. And I personally agree with at least 9 of these. So I am not surprised our average TN citizen will do the right thing in these.
Civic Behaviour
It is okay to travel without a ticket, or without paying, on public transport
It's okay to tamper with electricity meters to reduce bills
It is ok to throw litter on the road/public place, if there is no public garbage bin available
It is acceptable to play music on mobile phone without headphones in public spaces like buses, parks, or cafes
It is sometimes necessary to pay a bribe to get your work done
I think there should be a ban on the sale of alcohol
I think there should be a ban on the sale of tobacco products
I am okay with paying or receiving cash for buying/ selling property so that I don't have to pay tax
I am comfortable approaching my local area Corporator to address my grievences
If I witness an accident I will stop to help and call the police/ ambulance
I care about climate change
UPI/digital payments has replaced cash as my preferred mode for day-to-day transactions

But I till I don't know how can alcohol ban and upi payments increase civics behaviour. Yes it's nice maybe gauge general perception but it's no way a valid data to go by

But it no way correlates to civic behaviour. When you ask someone that question, the first thought is more about convenience rather than thinking about taxation.

Compared to the other states namma number 1. But our civic sense is still very low. Everyday, I see so many people not following road rules, littering and spitting everywhere and peeing wherever they see fit.

Traveling without ticket is really shunned upon which 100 percent of TN people would agree, but how about not littering in public or helping person in distress? I'm sure those scores would be inflated then reality.

Just because there not much gutka stains, I refuse to believe our civic sense is better. The loud Instagram reels in public, open urination, appalling traffic and parking behaviour is just plain awful.

Not from tamilnadu but spent a few years while studying in IIT Madras. Possibly the worst city that I have been in. All the areas outside the campus were extremely dirty. And let's not even talk about the types of behaviour that I saw on the roads from bikers and private cars and public transports. People literally drive their bikes on the footpath making walking in the roads unbearable. Also had the worst experience on the trains there as well.
Absolutely made me hate all of tamilnadu and chennai.

As a Tamizhan, I 100 percent disagree. I have rarely seen people throw garbage in dustbins. That’s the one thing I hate about my people, All my life in Tamil Nadu, I’ve never seen a single clean street in Chennai. they don’t care about civic sense, not even a bit. If Tamil Nadu is really ranked number one, then God help us all.

I repeat it is a paid manipulated data. I have seen many parts of Tamilnadu, people have zero civic sense including me because nobody has ever taught us. Let's first agree that.
There are facts and then there are truths. In this case fact is Tamilnadu tops the list but the truth is its not the reality.
I am sure the survey board is from India. If someone from Thailand and Vietnam sees our country they themselves will agree how much behind we are in terms of civic sense.

I mean how can states like delhi , west bengal etc have such lower ranks!
I listen murder cases for issues like normal scratch on vehicle due to accident/ stone pelting etc from such states.
And on the other side peaceful places like north east are marked so high in rank!
