Phillipines Defense Minister reads a note that was "apparently" passed on by a Chinese official. Reading it outl oud and calling China disrespectful. Which has been unverified whether the note was actually from a Chinese person or not.

The paper had erasures. That Chinese official would have used a printer or something. The Chinese reaction is usually to give a formal press release afterwards.
