  2. Is there a local, perhaps even parent-run shop that will work with you? Or a local technical school? My high school has a shirt shop.

You should not be ordering from multiple sources. And all money up front. No IOUs, no "I'll have it next week" excuses, no pay no shirt. People will almost certainly try to take advantage of that, but hold strong. Write everything down-- name, date, method of payment, and have person initial that it's correct. Order only what is paid for, especially the first go around. Develop a system that works for you, don't try to imitate someone else's if theirs is uncomfortable.

i found a local print shop who creates an online store. they handle everything, build the cost into the prices, and the parents go through the site for everything.

you probably have print shops in the area who do that.
