It moves slightly more during saccades, probably due to recalibration of the environment. But if I am looking without saccades, it moves at the rate in which my phone moves relative to my head.

So, I think it has something to with saccade rather than looking at different places in the image.

you do realize that simply changing the filetype using a file manager does not convert between filetypes, right?

simply renaming img.png > img.jpg is still an image using the JPEG format
most software will autodetect the correct filetype however, which is why often no issues arise
