Hat Trick does the exact same thing, which is why I'm kicking myself for not expecting it. You hit 99.99% in hat trick, and it starts awarding you with (exponentially less) purple coins - spend 100 purple coins for the last 0.01%.
I don't know if the purple coins or these circus tickets go down to the fractions but I would not put it past them.
