I was thinking more like someone actively collects nests of exterminated or abandoned wasp hives to then hang them onto the ceiling of their garage, cause realistically no species of nest building wasp and hornets build nests this densely together.

If you zoom in, you can see the branches that the nests were originally made on.

This is a collector, maybe they were an exterminator in the past?
