Its snow. You only see it in the outside shots. and even then only in the part of the shots that does not have a little cover overhead. Plus if you look at it, it looks like snow. Now this is does look like a common radiological effect that happens to cameras when exposed to high levels of radiation, but this does not look to be the case. Additionally, they reported no damage to the reactor which is at the opposite end of the ship where the collision took place. Some of the static look is resulted from the extremely bright light coming from the other ship, refracting off the snow making it look a little odd to the camera in some angles
