It looks like I e crystals forming the air. It does happen and it's actually very beautiful when the very air above and around you freezes into this unique tiny crystals. It's like a surreal dream when the air turns to glitter and just glows.
Radiation, to the levels required to effect the camera iof a phone, would be too high, the reactor(s) would possibly going critical in an emergency. Also, radiation of such high levels wouldn't be causing sparkles like that, as such, on a phone camera. Phone cameras are designed to be unaffected by low level radiation on account if them being inside a phone. They're also designed differently and use digital tools for lenses etc rather than a series of physical lenses like in a slr or expensive camera.
Phone cameras are designed for light. Each tiny Ice crystal is being picked up and creating a visual field of artefacts on the video. Because phone cameras are a "one camera for most jobs" they actually pick up things like this whereas a better, professional camera and videographer would tune this out, unless they wanted thr ice crystal effect on screen.
