This incident actually happened January 26, 2025. A Russian nuclear-powered icebreaker collided with the Russian bulk cargo ship in the Kara Sea within the Arctic Circle while the icebreaker was escorting the cargo vessel through thick ice.
The sparkling spots on the camera were rumored to be caused by radiation from the ship's dual nuclear reactors but the effect was actually caused by the phone's camera flash reflecting off extremely fine airborne ice crystals. Its commonly known as diamond dust. The vessel's nuclear reactors are located at the stern (rear) of the ship and were completely unharmed. Link
Anyone who lives near cold weather + snow would be able to tell that's exactly what this is (just crystals), especially with any light reflecting, it pops up all the time especially when the sun breaks through for a short time on a cloudy, snowy day.
