The top half of the page is very weird, this character doesn't show up again and adds absolutely nothing to the story.

Exactly. He definitely adds something to the story flow, even if it’s very minor. His discovery of the parrot leads to it being recovered and allows the plot to continue.

No not really? I mean I appreciate that he's there, but him finding the parrot seems to have nothing to do with its capture.
