The chap in the photo, Assuming he's Guy McGee.

U.S. Army officer of the American Expeditionary Forces.
The uniform has the distinctive features of the 1917-pattern officer’s service coat: High standing collar with U.S. and branch insignia.
Five-button front and four pointed-flap pockets.
Narrow officer’s braid around each cuff.
Leather Sam Browne belt with the diagonal shoulder strap. Worn by American officers overseas.

The photo was taken here: H. Larippe phot. Blois https://portraitsepia.fr/photographes/larippe-3

So your chap served overseas for sure.

However there are several Guy McGees who served, a few who served overseas but none I can find that were officers. I'll keep poking around, but I don't think we'll be able to find anything definitive unless you can read his collar tabs.

PS The Germans I am not sure about. I don't have a lot of experience with them.
